A budding sociopathic politician is promoted to overseer and given time off; he sets out to vent his frustrations by stalking and murdering others, only to discover that the homeless girl he's been tormenting has caught him in the act of killing. Now in order to win the election, he must silence her.
Told entirely from the point of view of a sociopath with too much time on his hands, Tom Kennen is about to win a local election in Cambridge, Massachusetts. However, his boss suggests that he gives Sinead, a recently homeless girl, a place to stay and a chance to get on her feet. In order to deal with his internal demons during his time off from work, he proceeds to use her as his personal psychological plaything. His musings escalate as he discovers his lust for stalking and murdering others.
When he finds out that political enemies have been plotting against him by infiltrating his home through Sinead, he takes matters into his own hands, and combines his new found hobby as a murderer with his political ambitions to take revenge on Sinead. When he is caught in the act of killing, Tom soon discovers that he is not who he thought he was.
